Ashley Mantha-Hollands is a Research Fellow and Coordinator of the Global Citizenship Observatory at the European University Institute. Ashley is currently working on a project analysing biomedical laws, policies establishing parentage, and citizenship status acquisition for children born from alternative reproductive technologies and surrogacy arrangements.

Ashley holds a PhD in Political Science from the Humboldt University in Berlin. In 2020, her doctoral dissertation was recognized by the Social Science and Humanities Research Council of Canada award. Ashley's work has appeared in the Journal of Ethnic and Migration Studies, the International Journal of Constitutional Law, and the William and Mary Bill of Rights Journal.

Ashley's research has had an impact on policy and has fed into policy processes at the national and international level. Ashley has co-authored three reports for the European Commission on citizenship laws, political participation, and electoral rights among EU Member States. She has also worked for the OECD and the Government of Canada.
