Gross GST Collection Rises A Meagre 0.7% In November, Domestic GST Mop-Up Falls 2.3% On Rate Cut
The November GST collection numbers pertain to supplies made in the month of October, 2025.
As per data released by the Finance Ministry on Monday, total GST collection in November 2025 stood at Rs 1,70,276 crore as compared to Rs 1,69,016 crore in November 2024 thus registering a growth of just 0.7%.
Domestic GST collection declined 2.3% year-on-year to Rs 1,24,300 in November this year as compared to Rs 1,27,281 crore in the same month last year.
"This drop is clearly due to the effect of GST rate reductions coming into effect from 22 September 2025. It was hoped that the increase in volume of purchases due to increased affordability from the rate reduction, that too, in the festive period of Diwali which traditionally sees significantly high demand, would offset the drop in revenue due to GST rate reductions, but instead, there is a reduction in the Gross domestic GST collections," said Karthik Mani, Partner, Indirect tax at BDO India.
In a sweeping rate cut, the GST Council had in September this year decided to move to a two-slab structure of 5% and 18% from the previous four-slab structure in order to reduce tax burden on common man and spur consumption.
The GST collection numbers for the month of November 2025 is for the first full month data after the GST rate reduction which came in effect from September 22, 2025.
The November GST collection data have shown mixed trends with states such as Gujarat, Madhya Pradesh, Chhattisgarh and Uttar Pradesh registering de-growth while states like Maharashtra, Bihar and Karnataka registering positive year-on-year growth.
