European Media Publish Alternative Peace Plan For Ukraine

It is noted that the European peace plan aligns much more closely with Ukraine's interests and does not include concessions to Russia that are present in the American version.

In particular, the European proposal does not limit the size of the Armed Forces of Ukraine, does not prohibit Ukraine's NATO membership, and explicitly states that Kyiv will not be forced to adopt a neutral status. Ukraine will also be able, at its own discretion, to invite "friendly forces" to its territory - including troops from the Coalition of the Willing.

In addition, the European document provides for:

  • an immediate and unconditional ceasefire, to be monitored by the United States and European countries;
  • legally binding security guarantees for Ukraine, including from the United States, modeled on NATO's Article 5;
  • no territorial concessions - border issues will be discussed after the ceasefire;
  • the return of control over the Zaporizhzhia Nuclear Power Plant and the Kakhovka dam to Kyiv;
  • full restoration and compensation for damages, including through the use of frozen Russian assets;
  • the possibility of imposing sanctions on Russia automatically in case of violation of peace terms.

As Ukrinform reported, earlier American media circulated information that the Trump administration had held secret consultations with the Russians to develop a new plan to end the war in Ukraine.

Axios reported that this plan consists of 28 points and is divided into four general categories: peace in Ukraine, security guarantees, security in Europe, and the future relationship of the United States with Russia and Ukraine.

In particular, according to media reports, Kyiv is expected to give up the areas of Donbas currently controlled by Ukraine, reduce its army, and relinquish a significant portion of its weaponry. The plan envisions that the transfer of the remaining Donbas territories would occur in exchange for security guarantees for Kyiv and Europe from the United States, though the mechanism for this is not clearly defined.

American lawmakers stated that during a conversation, Secretary of State Marco Rubio said that the U.S. peace plan is a wish list of the Russians rather than an actual proposal from Washington. However, Rubio later denied this and stated that the peace proposal was developed by the United States.
