Trump-Backed Ukraine Peace Proposal Demands Major Concessions


(MENAFN) A 28-point peace plan drafted under US President Donald Trump would demand Ukraine cede additional territory to Russia, shrink its military, and formally abandon aspirations to join NATO, according to a US-based news outlet.

The proposal was handed to Ukrainian President Volodymyr Zelensky on Thursday by US Army Secretary Daniel Driscoll. Following the meeting, Zelensky said he was open to engaging with Trump’s team, describing the plan as a US “vision” rather than a final offer.

Media reported that a US official described the plan as a “live document” that could be revised, but stressed it offers a fair framework that Washington expects Kyiv to consider seriously.

According to media, which obtained and verified the draft with both Ukrainian and US sources, the plan sets a ceiling of 600,000 personnel for Ukraine’s armed forces and would require an amendment to the constitution renouncing NATO membership.

Under the proposal, NATO would formally pledge never to admit Ukraine, and the alliance would be barred from deploying troops on Ukrainian soil.

The plan also envisions recognizing Crimea, Luhansk, and Donetsk as de facto Russian territories, while Kherson and Zaporizhzhia would be frozen along current lines of contact. Ukrainian forces would withdraw from remaining areas in Donetsk, which would become a neutral, demilitarized buffer zone acknowledged internationally as part of Russia.

The draft stipulates that any future Russian invasion would provoke a “decisive coordinated military response,” although it does not specify whether the US would be directly involved.

An economic component proposes channeling $100 billion from frozen Russian assets toward Ukraine’s reconstruction, supplemented by an additional $100 billion from Europe. Sanctions on Russia would be gradually eased, and Moscow would regain its seat in the G8.

The plan also calls for long-term US-Russia cooperation across energy, mining, and artificial intelligence sectors. Ukraine would be required to hold national elections within 100 days of any agreement, with full amnesty granted to all conflict participants.

In a provision reminiscent of Trump’s Gaza proposals, the agreement would be legally binding, monitored by a Peace Council led by Trump, with violations triggering sanctions.

Media cited Russian envoy Kirill Dmitriev, who expressed optimism, saying: “the Russian position is really being heard,” though President Vladimir Putin has not publicly endorsed the plan.
