(MENAFN) David Richardson resigned on Monday as the acting administrator of the US Federal Emergency Management Agency (FEMA), ending a brief tenure at the head of an agency that the Trump administration has indicated it plans to restructure, according to reports.

Richardson, who served roughly six months as interim leader, maintained a low profile and was reportedly difficult to reach, even during critical periods such as the Texas floods over the Fourth of July weekend. Sources within FEMA said he had recently become disengaged from day-to-day operations, frequently skipping routine meetings and avoiding responsibilities that normally require the administrator’s immediate availability.

Following Richardson’s resignation, the Department of Homeland Security (DHS) announced that FEMA Chief of Staff Karen Evans will take over as acting administrator beginning in December. DHS, the parent agency of FEMA, thanked Richardson for his “dedicated service" and wished him "continued success in his return to the private sector."

Richardson’s departure adds to the uncertainty surrounding FEMA, which faces potential major restructuring. A review council led by DHS Secretary Kristi L. Noem is preparing recommendations on how to improve the nation’s disaster-response system. DHS spokesperson Tricia McLaughlin said the report “will inform this administration’s ongoing efforts to fundamentally restructure FEMA, transforming it from its current form into a streamlined, mission-focused disaster-response force.”

Since the start of the Trump administration, up to a quarter of FEMA’s workforce has left the agency. Earlier this year, dozens of employees signed a public letter criticizing the leadership, stating that FEMA had been managed by officials lacking the experience and authority necessary to oversee operations.

Richardson submitted his resignation on Monday and plans to transition into the private sector. He has not commented publicly on his decision.
