SYRIA / USA – The Department of State continues to deliver on president Trump's promise to provide the Syrian people with the opportunity for lasting peace and prosperity, says a press statement attributed to Thomas 'Tommy' Pigott, principal deputy spokesperson.

“Today, [Monday], I issued a suspension of mandatory Caesar Act sanctions based on the actions taken by the Syrian government following the fall of the al-Assad regime. The suspension of Caesar Act sanctions supports Syria's efforts to rebuild its economy, restore ties with foreign partners, and foster prosperity and peace for all its citizens”

President Trump made clear the United States expects to see concrete actions by the Syrian government to turn the page on the past and work towards peace in the region.

The sanctions relief is pursuant to section 7432(b)(1) of the Caesar Syria Civilian Protection Act of 2019 (22 U.S.C. 8791 note). Please see Caesar Act Suspension Determination. The Department of State, the Treasury, and Commerce advisory can be found here.

The Department of State, together with the Departments of the Treasury and Commerce, issued an advisory that describes for the public and private sector the sanctions and export controls relief provided by the US government to date. The advisory also outlines permissible and non-permissible activities with Syria.

United States leads effort to delist Syrian leaders

On November 6, the UN Security Council adopted a resolution championed by the United States to delist Syrian president Ahmed al-Sharaa and interior minister Anas Hasan Khattab. The adoption of this resolution sent a strong political signal that further recognises Syria's transition to a new chapter.

November 7, the Secretary is delistted Syrian president al-Sharaa–who is listed under the name Muhammad al-Jawlani-as a Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224. In addition, the Department of the Treasury is delisting Anas Hasan Khattab as an SDGT pursuant to E.O. 13224, as amended. These actions are being taken in recognition of the progress demonstrated by the Syrian leadership after the departure of Bashar al-Assad and more than 50 years of repression under the Assad regime.

“This new Syrian government, led by president al-Sharaa, is working hard to locate missing Americans, fulfill its commitments on countering terrorism and narcotics, eliminating any remnants of chemical weapons, and promoting regional security and stability as well as an inclusive, Syrian-led and Syrian-owned political process,” US Department of State, said.
