Among these institutions is the once-struggling Sarai Naurang Tehsil Municipal Administration (TMA), now showing strong signs of revival through the implementation of the new provincial lease policy. Previously, the TMA had leased out 451 shops and structures across different locations, generating only Rs. 8.5 million annually - insufficient even for routine expenditures. Under the new lease policy, however, annual revenues are projected to rise to around Rs. 110 million, marking a historic financial turnaround.
Years of limited revenue had left the TMA dependent on provincial grants, forcing its employees to stage repeated protests over unpaid salaries. But with the new policy in place, this dependence is being replaced with a model of self-reliance and fiscal empowerment.

Lakki Marwat is scripting a new chapter of self-sufficiency and sustainable governance,” remarked Deputy Commissioner Hameedullah Khan during a meeting focused on strengthening the district's TMAs.
As chairperson of the Lease Committee, the Deputy Commissioner convened a crucial meeting to reassess and revise lease rates under the new framework. The process, already underway, is expected to be completed within a month, setting the stage for a more self-sustaining local government system.
The anticipated surge in revenue is expected to not only rejuvenate local administrations but also enhance their capacity to deliver essential civic services, from cleaner streets and improved lighting to efficient waste management and community development projects.
The Deputy Commissioner's leadership has also drawn strong provincial backing, particularly in environmental and sanitation reforms. Through sustained advocacy and coordination, the district administration has launched an ambitious Clean and Green campaign that has transformed local service delivery:
356 janitors deployed across 94 village councils
170 tricycle carts introduced for door-to-door waste collection
94 loader rickshaws now operational across town roads
Sanitation workers equipped with modern tools and safety gear
