ACB Cracks Down on Major Corruption Cases in Kashmir
Srinagar- The Anti-Corruption Bureau (ACB) has launched two major investigations in Jammu and Kashmir, exposing a web of corruption involving senior government officials, private beneficiaries, and a police officer accused of amassing wealth far beyond his known sources of income.
Gupkar Road Land Scam: Senior Officials Under Scanner
In the first case, the ACB has registered a criminal investigation into a large-scale evacuee property land scam involving senior officers from the Revenue Department and the Custodian Evacuee Property Department.
Addressing a press conference in Srinagar, Senior Superintendent of Police (SSP) ACB, Javid Hassan, said the case revolves around the illegal exchange of prime evacuee land on Gupkar Road - one of Srinagar's most prestigious and high-value locations.
Preliminary findings revealed that 17 marlas of evacuee land were unlawfully swapped for property of significantly lesser value at another site. The exchange was allegedly executed without obtaining a mandatory No Objection Certificate (NOC) from the Defence Estates Office and in violation of Jammu and Kashmir High Court orders.
Investigators found that officials had falsified land records, tampered with tenancy columns, and approved fake revenue entries to disguise ownership details.“The acts were deliberate and aimed at benefiting private individuals at the cost of public property,” Hassan said.
The ACB described the manipulation as a premeditated conspiracy, constituting forgery, criminal misconduct, and abuse of official position. The land on Gupkar Road holds immense commercial and strategic value, making the case a serious breach of public trust.
An FIR No. 19/2025 has been registered at ACB Police Station Srinagar under Sections 5(1)(d) read with 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Section 120-B of the RPC. The investigation is ongoing to trace illegal financial transactions, identify all beneficiaries, and fix individual accountability.
