Budget 2026-27: Govt Asks Depts To Submit Proposals By Oct 30

Srinagar- The Jammu and Kashmir Government has begun preparations for the annual budget for the financial year 2026–27. The Finance Department has instructed all administrative departments, Heads of Departments (HODs), Budget Controlling Officers, and Drawing and Disbursing Officers (DDOs) to start the budget exercise promptly.
A circular issued by the Finance Department directs departments to submit their budget proposals after scrutiny by October 30. Budget preparation at the DDO and HOD levels is to be completed by October 20 and October 25, respectively.
According to the guidelines, both the Revised Estimates for 2025–26 and the Budget Estimates for 2026–27 should be prepared only against existing filled positions. No provision should be made for vacant or deputation posts, and no creation of new posts shall be anticipated or budgeted for in either the revised or upcoming budget. A separate statement for vacant posts may be appended if necessary.
Departments are also required to project works-related estimates in consultation with MLAs. Revised estimates under CDF, DDC/BDC, and PRI/ULB grants should be prepared within available funds and in coordination with relevant local representatives.
The Finance Department said the measures are aimed at ensuring timely, accurate, and realistic budget preparation across the Union Territory.
