Over 80% Of Ukrainians Say Preparations For Full-Scale Russian Invasion Were Insufficient


(MENAFN- UkrinForm) According to Ukrinform, this is evidenced by data from the Omnibus nationwide public opinion poll conducted in September by the Kyiv International Institute of Sociology.

Of these, 37% believe that Ukraine has made insufficient efforts, although it has done something. At the same time, 44% of respondents believe that Ukraine's efforts to prepare were completely insufficient.

The share of respondents who believe that Ukraine has done enough or completely enough to prepare is 16%.

Of these, 14% believe that Ukraine has done enough, although there were some miscalculations. At the same time, 2% believe that Ukraine has done everything it needed to do.

At the same time, in all regions of Ukraine, the majority of the population believes that the efforts made were insufficient.

The survey results show that there is no clear consensus among the population and no clear understanding of the reasons for the insufficient preparation for the invasion, sociologists note.

Thus, most respondents said that the political authorities had failed to make the necessary efforts (46% among those who believe that Ukraine was not ready; in February 2025, they were 41%).

In addition, quite a few respondents said that the population itself did not believe and did not prepare (35%, in February 2025 – 32%), that Russia had too many resources (21%, previously – 15%), about the influence of pro-Russian forces and agents (17%, previously – 21%) , that the military command failed to make sufficient efforts (15%, previously 13%), that there was insufficient support from the West (15%, previously 16%), and that it was objectively impossible to prepare and take everything into account during this period (14%, previously 10%).

According to the study, respondents in all regions most often mentioned the efforts of the political authorities (with more people talking about this from east to west) and the fact that the population itself did not believe.

As sociologists noted, six months ago, the same number of respondents believed that Ukraine had not done enough to prepare for a full-scale invasion by Russian troops.

The KIIS survey was conducted on September 19-28 using telephone interviews based on a random sample of mobile phone numbers in all regions of Ukraine (territory controlled by the Ukrainian government). A total of 1,029 respondents aged 18 and older participated in the survey. The sample did not include residents of territories temporarily not controlled by the Ukrainian government (at the same time, some of the respondents are internally displaced persons). The survey was also not conducted with citizens who left the country after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, and 1.8% for indicators close to 5%.

As reported by Ukrinform, according to a survey conducted by the Kyiv International Institute of Sociology on September 2-14, 76% of Ukrainians believe in the possibility of victory in the war if Ukraine is properly supported by sanctions against Russia and receives sufficient weapons and money.
