Doha: Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani underscored the State of Qatar's appreciation for the broad solidarity expressed by sisterly Arab and Islamic countries, as well as by friendly countries in the international community, in the face of the barbaric Israeli attack that targeted the residences of several members of the Hamas Political Bureau in the capital, Doha, on September 9.

In his opening remarks at the Preparatory Ministerial Meeting for the Emergency Arab-Islamic Summit on the Israeli attack, His Excellency stressed that the treacherous Israeli aggression which targeted Qatari territory in broad daylight last Tuesday represents an act of arrogance and recklessness that violates the sovereignty of a member state of the United Nations, the Organization of Islamic Cooperation, and the Arab League, as well as a mediator in the peace process.

He affirmed that this aggression constitutes a dangerous escalation that threatens regional peace, security and stability, and undermines all efforts to achieve calm in the Middle East.

His Excellency added that Israel's persistence in violating international law, humanitarian values, and diplomatic norms was evident in this barbaric attack, which targeted a residential area that included homes, schools, kindergartens, and diplomatic missions. The attack resulted in the martyrdom of a security officer and caused civilian casualties.

His Excellency continued, "This attack can only be described as state terrorism -- a policy pursued by the current extremist Israeli government, which flouts international law and threatens the security of the entire region in blatant defiance of international legitimacy."

HE the Prime Minister and Minister of Foreign Affairs noted that this reckless and treacherous Israeli aggression was carried out while the State of Qatar was hosting official, announced negotiations -- with the knowledge of the Israeli side itself -- aimed at achieving a ceasefire in Gaza and the release of prisoners and hostages.

He continued, saying, 'Instead of appreciating Qatar's efforts and safeguarding the progress made in the negotiations, Israel launched an airstrike on a residential compound housing members of the Hamas negotiating team. This demonstrates that what occurred was not merely a targeted attack, but an assault on the principle of mediation itself and on everything diplomacy represents as an alternative to war and destruction."

His Excellency warned that "this aggression will only undermine attempts to achieve calm. It confirms the Israeli government's intention to reject peaceful avenues for resolving the Palestinian issue and to continue defying international will and the UN Charter. This is reflected in repeated statements by Israeli officials regarding the annexation of Palestinian territories and the illusions of 'Greater Israel.'"

He continued, "Perhaps you will agree with me that what encourages Israel to persist in this approach is the silence -- or rather, the inability -- of the international community to hold it accountable, and the absence of consequences for the crimes it commits."

His Excellency stressed that "the State of Qatar will not tolerate any violation of its sovereignty or threat to its national security. Qatari sovereignty is not a matter that can be disregarded or transgressed, and we will confront any threat with all means guaranteed by international law."

In this regard, His Excellency expressed the State of Qatar's appreciation for the solidarity shown by sisterly Arab and Islamic countries, as well as friendly countries in the international community, which condemned this barbaric Israeli attack and voiced their full support for the State of Qatar and the legal and legitimate measures it will take to preserve its sovereignty.

His Excellency further reiterated that the attack on Qatar's sovereignty constitutes a clear violation of Article 2 of the United Nations Charter, particularly Paragraph 4, which prohibits the use of force against the territorial integrity and political independence of states.

He emphasized that "it is also a violation of diplomatic norms and of ethical and humanitarian standards. It cannot be considered a passing incident, but rather a dangerous precedent that must be confronted with all strength and resolve by our Arab and Islamic countries."

His Excellency added that the actions of the Israeli occupation government are devoid of humanity and can only be interpreted as an open message that Israel recognizes no red lines to govern its conduct, as it continues to destabilize countries across the world and undermine any diplomatic efforts that conflict with its agenda or expose the fragility of its position and the falseness of its claims.

He added, "We must not remain silent or complacent in the face of this barbaric aggression. Real and tangible measures must be taken at all levels to prevent further escalation, which, if left unchecked, will persist. Inevitably, we will find ourselves facing an endless cycle of bloodshed and destruction from which no one will be immune."

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani urged the international community to end double standards and hold Israel accountable for all the crimes it has committed.

He said that Israel must know that the ongoing war of extermination against the fraternal Palestinian people, which aims to dispossess them of their land and forcibly displace them from their homeland, will not succeed, regardelss the allegations it puts forward to justify it.

His Excellency added that these attempts are now exposed and rejected by the international community, revealing the Israeli occupation's rejection of repeated proposals for a ceasefire in Gaza and its deliberate expansion of the war, thereby exposing the entire people of the region -- including its own -- to an extremely dangerous situation.

HE the Prime Minister and Minister of Foreign Affairs reiterated that this region will not enjoy security, peace, and stability, nor will its peoples experience justice, unless the fraternal Palestinian people obtain their legitimate rights and establish their independent state on the 1967 borders.

His Excellency emphasized that the State of Qatar is pursuing the approach of mediation to resolve conflicts. He said that the State of Qatar affirms that mediation to resolve conflicts by peaceful means is not only a legal obligation stipulated in the country's permanent constitution, but rather a humanitarian and moral obligation and a deeply rooted belief in its policy. He added that a just, comprehensive, and lasting peace is an indispensable strategic choice.

From this standpoint, His Excellency stressed that Israel's barbaric and demagogic practices will not deter the State of Qatar from continuing its sincere efforts with the Arab Republic of Egypt and the United States to stop this unjust war.

In this context, His Excellency pointed out that the State of Qatar had addressed the Security Council in an emergency session on Thursday to condemn the Israeli aggression against its sovereignty. He praised the international consensus to condemn Israel, express solidarity with the State of Qatar, support its sovereignty and territorial integrity, and back its essential mediation role. He reiterated his welcome for the statement issued by the Security Council in this regard.

Concluding his speech at the ministerial meeting, HE the Prime Minister and Minister of Foreign Affairs stressed the need to take decisive action to halt Israel's arrogance and its continued perpetration of crimes against humanity under the guise of the international community's double standards.

For his part, Secretary-General of the Arab League HE Ahmed Aboul-Gheit stressed that the primary message of the emergency Arab-Islamic summit in Doha, which must reach everyone clearly and loudly, is solidarity with the State of Qatar from the Arab and Islamic worlds in response to the Israeli attack, which was characterized by cowardice, treachery, and foolishness.

In his speech, Aboul-Gheit indicated that this solidarity comes in appreciation of the State of Qatar's significant and essential role in partnership with the Arab Republic of Egypt in the field of mediation and good offices to stop the bloodshed of the Palestinian people and stop the Israeli war machine.

He pointed out that the international community's inaction and silence regarding the crimes of the Israeli occupation, committed over two full years in Gaza and the entire region, has encouraged the extremist leaders of the occupation to continue their violations without fear of accountability.

HE the Secretary-General of the Arab League said that silence on the crime constitutes a crime in itself and paves the way for the commission of further crimes. He stressed the need to hold accountable those responsible for proven war crimes, from the killing of civilians to the starvation and displacement of the Palestinian people and the destruction of their society in Gaza, to the attack on the State of Qatar.

Aboul-Gheit concluded his remarks by emphasizing that Israel's continued perpetration of various forms of crimes without accountability has encouraged and tempted it to expand the scope of its aggression. He emphasized the need for joint action to halt this shameful war and prevent the continuation of the Israeli aggression machine.

Secretary-General of the Organization of Islamic Cooperation (OIC) HE Hissein Brahim Taha affirmed that the Israeli attack on the State of Qatar, an active member of both the OIC and the League of Arab States, constitutes a clear escalation by Israeli occupation aimed at expanding the scope of war, undermining regional security and stability, and persisting in violation of international charters, laws, and resolutions.

In his address at the preparatory ministerial meeting for the Emergency Arab-Islamic Summit, scheduled to be held tomorrow, Monday, in Doha, OIC Secretary-General reiterated the need to intensify efforts to hold the Israeli occupation accountable for violating Qatar's sovereignty, committing genocide, settlement expansion, and organized terrorism against the Palestinian people. He further stressed the importance of supporting initiatives to implement the resolutions of UN Security Council and General Assembly regarding ending Israeli aggression, occupation, and settlement activities, and advancing the two-state solution.

OIC Secretary-General also commended the valuable efforts of the Joint Arab-Islamic Ministerial Committee, chaired by Minister of Foreign Affairs of the Kingdom of Saudi Arabia HE Prince Faisal bin Farhan bin Abdullah Al Saud, and his leadership of the committee's initiatives aimed at urging key international actors to assume their responsibilities in compelling Israel, as the occupying power, to comply with international law.
