ECMWF and the Copernicus Climate and Atmosphere services at COP31 in Antalya

Date:

(MENAFN- MENAFNEditorial) The European Centre for Medium-Range Weather Forecasts (ECMWF) and the Copernicus services it operates on behalf of the European Commission will be present at COP31 in Antalya, Türkiye. The world comes together on 9 – 20 November 2026 to discuss climate change, and the present and future mitigation and adaptation strategies. ECMWF holds the official status of observer of the United Nations Framework Convention on Climate Change (UNFCCC) as an Intergovernmental Organization since 2023.
The wider ECMWF, the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (CAMS) will be well represented in Antalya. ECMWF Director-General Florian Pappenberger, Irina Sandu, Deputy Director-General and Director of Science and Innovation at ECMWF, the Copernicus Climate Change Service (C3S) Director Carlo Buontempo and Laurence Rouil, Director of the Copernicus Atmosphere Monitoring Service (CAMS) as well as Vincent-Henri Peuch, Director for ECMWF Engagement with the EU will participate in the conference.
The top-level ECMWF delegation will highlight the value of open, high quality and operational weather, climate and atmosphere data, and actionable information in helping protect lives and livelihoods, as climate change looms. The latest advances in artificial intelligence-based models, the value of ongoing cooperation with ECMWF Member and Cooperating states and the new projects and applications released by the Centre and its partners are some of the key topics that will be discussed in Antalya.
On 6 November, C3S will release its Climate Bulletin for October with a preliminary assessment of the annual global temperatures for 2026.
From the start of COP31, on 9 November, ECMWF Director-General Florian Pappenberger will participate in a joint event with the Turkish State Meteorological Service and the World Meteorological Organization on the Systematic Observations Financing Facility (SOFF).
Türkiye is a full Member State of ECMWF and has been since its early beginnings. The meeting will also be attended by WMO Secretary-General Celeste Saulo. ECMWF is an active player of the United Nations SOFF initiative by providing data and dedicated research efforts, in addition to helping promote the initiative.
On the same day, Vincent-Henri Peuch will represent ECMWF at the Earth Information Day organised by the United Nations Framework Convention on Climate Change.
Deputy Director-General of ECMWF Irina Sandu will discuss the value of impact-based forecasts at a session organised by hosts Turkish Meteorological Service and the Azerbaijan National Hydrometeorological Service on 11 November.
On 10 November ECMWF is organising a session in the joint Multilateral Development Banks Pavilion presenting the upcoming ClimateSET application, developed by the Copernicus Climate Change Service (C3S) in cooperation with the European Investment Bank (EIB). As global warming increases the frequency and intensity of extreme weather events, climate information is becoming also essential for investment decisions; the new tool supports initial climate risk assessment for the financial sector.
Carlo Buontempo will present at this session and also join a second session on 12 November at the Benelux Pavillion, where the European Investment Bank will introduce the key elements of the new EIB Group Adaptation Plan 2026 – 2030 and discuss the use of C3S Climate data in the new strategy.
Laurence Rouil, CAMS Director, will be present during the second week of COP31 participating for example in the Union for the Mediterranean panel Harnessing Technology as a Catalyst for Climate Resilience in the Mediterranean. The service is leading the development of a European anthropogenic greenhouse gas monitoring capacity, CO2MVS, in support of the Paris Agreement and has recently released the CAMS Atmosphere Watch reviewing some key transboundary air pollution events during 2026, marked by exceptional heatwave conditions in Europe.
These are only a few examples of the participation of the ECMWF delegation at COP31 in Antalya.
ECMWF is a key player contributing to global climate and weather data advancement, including through new features based on the latest artificial intelligence and machine learning developments, or the unprecedented capabilities of the digital twins of the EU Commission’s Destination Earth initiative. Our data supports much of the scientific research underpinning the discussions at COP31.
ECMWF contributions to its Member States and the global scientific community rely heavily on the vast array of observations we receive and the availability of high-performance computing (HPC) resources. The centre has its own HPC facility in Bologna, Italy, and cooperates with European and global HPC partner institutions.
For the occasion of COP31 ECMWF has prepared a press package with resources, data visualisations and key information accessible here. See also our Press Resources for CAMS here and C3S here.
The ECMWF delegation is available for media inquiries upon request to our Press team, also present in Antalya.
