The officer, whose condition was described as stable, remained in hospital after being shot on Angel Row early Sunday evening, according to police.
The incident took place when the officer approached two individuals at a bus stop, Nottinghamshire Police said.
Later on Sunday evening, officers stopped a vehicle in the Radford area of Nottingham and arrested two women, aged 27 and 25, along with a 24-year-old man.
The 27-year-old woman faces suspicion of intentionally causing grievous bodily harm and possessing a firearm with the intention of endangering life. The other two individuals were detained on suspicion of assisting an offender.
A fourth suspect, a 30-year-old man, was arrested early Monday in Bedfordshire on suspicion of assisting an offender after police stopped a vehicle.
"A team of experienced detectives continues to work tirelessly to establish exactly what happened before, during and after this appalling incident," Assistant Chief Constable Claire Rukas said in a statement.
