US-China Race Is On For The Gulf's AI Future

Date:

(MENAFN- Asia Times) China's artificial intelligence and digital-infrastructure investments in the Gulf Arab states are increasingly colliding with a far larger and more strategically privileged American technology presence, particularly in Saudi Arabia and the United Arab Emirates (UAE).

While Beijing offers Gulf governments cloud platforms, 5G networks, smart-city systems, surveillance technologies and lower-cost digital infrastructure, Washington offers the scarce inputs that define frontier AI: advanced Nvidia GPUs, hyperscale cloud capacity, leading foundation models and security assurances.

The 2026 US-Iran war has intensified this competition: it has made alignment with trusted technology suppliers more valuable, while pushing Gulf states to diversify across both Chinese and American ecosystems rather than choose one outright.

Saudi Arabia and the UAE, in particular, are pursuing“sovereign AI”: nationally controlled compute that supports economic diversification, government modernization, defense and regional technology leadership.

China's presence in the Gulf Arab region predates the current AI race and rests on telecommunications, cloud, smart cities and digital-government projects.

Huawei has long-standing relationships with major regional operators including Saudi Arabia's STC, Qatar's Ooredoo and the UAE's Du, supplying 5G, cloud and AI-enabled digital solutions. However, recent Chinese moves show a shift from individual projects to regional cloud and AI-service platforms.

The most significant recent Chinese AI-related investments and commitments in the region include Alibaba Cloud's expanded UAE data-center and localized AI-service plans, announced in September 2026; BytePlus's partnership with Mobily to launch its first Middle East and Africa public cloud region in Saudi Arabia; Tencent Cloud's Saudi cloud, AI and data-analytics cooperation with Nourah Information Technology; and Huawei Cloud's expansion of overseas AI-cluster services.
