Saudi Arabia expects 2026 to mark the beginning of a third phase of Vision 2030, with a stronger focus on accelerating delivery, creating new growth opportunities and generating sustainable economic benefits beyond 2030. Major budget allocations include SAR259 billion ($69.1 billion) for health and social development, SAR202 billion ($53.9 billion) for education, and SAR35 billion ($9.3 billion) for infrastructure and transportation.

From 2027 to 2030, the Saudi Arabia construction market is forecast to record average annual growth of 4.4%. Expansion will be supported by Vision 2030 development programs, increased public-private investment in transport and housing infrastructure, and plans to extend the national railway network from 5,300km in 2024 to 8,000km by 2030.

The Saudi Landbridge Project is expected to be a significant contributor to infrastructure construction. In April 2026, the government announced that the SAR26.2 billion ($7 billion) project was progressing toward construction. The development is planned to add more than 1,500km of railway lines by 2034, including a 900km connection between Riyadh and Jeddah. It will provide direct freight access linking the capital with King Abdullah Port and Yanbu.

Additional components include the 35km Riyadh Rail Link and a double-track railway connecting the North-South Railway with the Eastern Railway Network.
