US, China Establish AI Dialogue Framework Ahead of Summit
(MENAFN) The United States and China have agreed to create a formal channel for discussing artificial intelligence security risks following high-level negotiations in New York, US Treasury Secretary Scott Bessent said Monday.
"We have now formalized something called the USA-China AI Dialogues," Bessent said, confirming that the two countries plan to hold another round of discussions in two months in Shenzhen, southern China.
The agreement was reached after Bessent and Chinese Vice Premier He Lifeng held a 12-hour negotiating session Sunday at JPMorgan Chase headquarters in Manhattan. The talks focused on establishing practical arrangements ahead of a planned meeting between US President Donald Trump and Chinese President Xi Jinping at the White House.
Bessent said the discussions were intended to convert the positive relationship between the two leaders into concrete working-level arrangements between their respective governments.
One of the key proposals is the creation of a dedicated communications channel that could be used to manage emergencies involving advanced technologies and reduce the risk of accidental escalation.
"We want to open a communications line, an incident line, so that we have constant communications, especially in the event of some kind of an incident," Bessent said.
He added that future discussions would seek to establish common procedures for responding to serious threats. These could include autonomous AI systems operating beyond human control, as well as the potential spread of cyber and biological weapons capabilities among non-state groups.
