European Parliament Speeds Defense Project Permits
(MENAFN) The European Parliament approved measures Wednesday aimed at speeding up the authorization of defense projects as the European Union seeks to strengthen its preparedness for security challenges.
Lawmakers endorsed a package of changes under the EU’s “Omnibus V” simplification measures, designed to reduce administrative barriers surrounding defense investment and improve cooperation among member states.
The reforms seek to simplify procedures for security and defense procurement while making it easier for EU countries to work together on defense contracts.
Under the approved measures, permits for defense projects and the transfer of defense equipment between EU member states would be processed more quickly. The package passed with 540 votes in favor, 105 against and 22 abstentions.
The new framework establishes a standard EU-wide period of 42 working days for authorities to decide on permit applications. National authorities may extend that period by up to 60 days in exceptional cases.
Parliament also backed changes intended to remove regulatory barriers that can delay public defense procurement and transfers of defense-related products between EU countries.
For defense purchasing, lawmakers agreed to increase the threshold at which EU procurement rules apply, extend the maximum duration of framework agreements from seven to 10 years and provide member states with greater flexibility to conduct joint procurement.
