Netherlands Ratifies Convention Establishing Claims Commission For Ukraine

“The Netherlands has officially ratified the Council of Europe Convention establishing the International Claims Commission for Ukraine,” the statement said.

The Hague, home to numerous international organizations, will host the International Claims Commission alongside the Register of Damage for Ukraine.

André Haspels, Ambassador and Permanent Representative of the Netherlands to the Council of Europe, deposited the instrument of ratification at the organization's headquarters in Strasbourg.

The document was deposited in the presence of Council of Europe Secretary General Alain Berset.

The Convention must be ratified by 25 states to enter into force. As of September 15, 40 countries had signed the Convention. Nine states and the European Union had also ratified it.

The Netherlands played a crucial role in the negotiations on the Convention and now chairs the Preparatory Committee, established in February 2026. Its task is to lay the operational and practical foundations for the future Commission's work.

The Claims Commission is the second element of a comprehensive compensation mechanism for victims of the Russian Federation's war. It will build on the already established Register of Damage, which is also based in The Hague. Once established, the Commission will consider, assess, and decide on claims entered in the Register and determine the amount of compensation in each individual case.

The International Claims Commission will also consider claims received after the Register is integrated into its structure, as provided for by the Convention.

As previously reported by Ukrinform, three more categories were added to the Register of Damage to document losses suffered by businesses.
