Germany Unveils New Measures Against Russian Espionage, Sabotage


(MENAFN) Germany will implement fresh countermeasures against espionage and sabotage as Russian hybrid attacks continue to target the country, the government announced late Monday following a National Security Council session.

Government spokesman Stefan Kornelius said the council assessed Germany's vulnerability to hybrid threats in the aftermath of last month's drone incident at Leipzig Airport, an attack authorities have attributed to Russian intelligence planning.

"The National Security Council obtained a comprehensive picture of the situation," Kornelius said in a statement issued after the meeting, which Chancellor Friedrich Merz chaired. "It assumes that Germany will remain a target of hybrid attacks by Russia."

According to Kornelius, the council continued deliberations on the federal government's response strategy for future hybrid attacks while also evaluating measures already adopted under the existing action plan for countering such threats.

"It decided on new steps against espionage and sabotage as well as for the protection of critical infrastructure," the statement said.

Kornelius noted the session capped weeks of intensive coordination among the ministries represented on the National Security Council.

Raw Material Dependencies in Focus
Beyond security concerns, council members also endorsed measures aimed at reducing Germany's one-sided dependence on foreign suppliers for economically and strategically vital resources.

"In this context, it decided on a swift revision of investment-screening legislation and measures to ensure a diversified and resilient supply of critical raw materials," the statement said.

Kornelius pointed to the government's Raw Materials Fund as the central financing mechanism supporting its broader Raw Materials Policy Action Plan.

The council additionally revisited discussions on military and civilian defense preparedness, along with the emerging security risks posed by artificial intelligence.
