Mexico's road construction equipment segment is forecast to reach $77 million by 2031, growing at a CAGR of 2.49%. Road roller sales are supported by highway renovation and transport network expansion. The $35 billion National Road Network Plan includes 2,800 kilometers of new highways, 2,500 kilometers of safer roads, rehabilitation of 13,000 kilometers of existing roads and 2,000 kilometers of new road surfaces during 2025-2029.

Nearshoring remains a central growth driver for the Mexico construction equipment market. New factories, logistics hubs and industrial parks are increasing requirements for excavators, loaders, cranes, forklifts and aerial platforms. Mexico City's commitments under the C40 Clean Construction Declaration include zero-emission machinery for municipal projects beginning in 2025 and a target for citywide zero-emission construction sites by 2030. Manufacturers including Volvo CE, JCB, Komatsu, Bobcat, XCMG, Caterpillar and Yanmar continue to expand their electric equipment portfolios.

Chinese construction equipment manufacturers are also strengthening their market position through competitive pricing, financing, localized operations and product development. XCMG has expanded its presence in Nuevo Leon and announced an $80 million production facility in Cienega de Flores in February 2024. LiuGong maintains regional sales, parts distribution and technical support operations in Aguascalientes.

Market Challenges

Macroeconomic weakness and reduced public investment remain significant restraints. Mexico's economic activity contracted in September 2025, while tariff uncertainty and weaker business confidence affected investment conditions. Public investment declined 30.4% in real terms during the first half of 2025. Public works spending reached approximately $27.7 billion from January through August, representing a 33.7% real contraction.

Despite these pressures, private construction provided market support. In June 2025, private construction increased 3.6% year over year, while residential construction rose 12%. Housing was the strongest fixed-investment segment during the first half of the year, increasing 8.2%.
