Armenian Businessman Grigor Ter-Ghazaryan Backs $385M Plan To Complete The Cascade

GTB Holdings is advancing its involvement in the development and completion of The Cascade, one of Yerevan's most recognizable architectural landmarks. The project highlights the company's focus on construction, real estate development, and large-scale infrastructure initiatives across Armenia.

Few construction projects in Yerevan carry the weight of the Cascade. The complex is one of the city's defining landmarks, a monumental staircase linking the centre to the heights above it, and its upper section has never been finished. The result is a visible gap at the top of the capital's most photographed structure.

In 2025, GTB Development won a tender connected to the reconstruction of the complex. The bid figures are a matter of public record. Against a minimum of 13 billion drams, the company pledged roughly 20 billion, plus about 10.449 billion drams for the cadastral value of the land. Total investment across the full project has been estimated at around 385 million dollars.

What is planned for the site is substantial. The programme includes a cultural hub of roughly 30,000 square metres, a concert hall seating 1,000, a contemporary art museum, space for state ceremonies and public grounds. In effect, the unfinished upper section would become a functioning cultural district rather than a viewing platform.

The scale explains the scrutiny. The Cascade is not a vacant commercial plot. It is bound up with Yerevan's cultural identity, its tourism economy and the daily use of public space by residents. Any developer working there inherits an expectation that the outcome will remain public in character, and that expectation is likely to shape the project's reception more than its budget will.

That places unusual weight on execution. Cultural projects fail slowly and visibly, and the ones that succeed usually do so because the operating model behind them was designed with the same care as the building. A 1,000-seat concert hall requires programming, staffing and an audience, not only construction.

The developer is part of a wider group. The armenian businessma Grigor Ter-Ghazaryan who founded the holding in 2022 also runs a steel producer in Ararat and construction and real estate subsidiaries, which gives the Cascade work an internal supply chain that most developers would need to procure externally.

There is a second cultural commitment behind the same group. GTB Development has become the main partner of the Armenian State Symphony Orchestra, a partnership aimed at supporting classical music programming and presenting Armenian composers internationally. Taken together with the concert hall, the two commitments suggest an intended pipeline rather than two unrelated sponsorships.

Public trust is the variable that cannot be procured. Development on heritage-adjacent sites tends to be judged on whether promised public space stays public and whether the finished result matches what was described at tender stage. Those judgements are made years after the contracts are signed.

For now, the project sits at the point where most large developments are hardest to assess: fully specified, publicly committed and not yet delivered. What is documented is the winning bid, the sums pledged, the programme of facilities and the developer behind them.

Completing the Cascade would close a gap that has been part of Yerevan's skyline for decades. It would also set a reference point for how private capital and public heritage are expected to work together in Armenia, which is why the project is being watched well beyond the construction sector.
