China's Old Industrial Bases Drive Manufacturing Renewal And Upgrading Through“Intelligent Transformation And Digital Transition”
In August this year, this company headquartered in Nanjing, Jiangsu, established the Northeast Asia International Innovation Center project in Shenyang, focusing on intelligent robots in fields such as healthcare, electric power, and firefighting.“Liaoning has abundant industrial scenarios, and we hope to explore diversified implementation paths here to help the old industrial base with its 'intelligent transformation and digital transition,'” said Zhang Jiachun, head of solutions at Yijiahe Technology Co., Ltd.
The so-called“intelligent transformation and digital transition” is the organic integration of intelligent transformation and digital transition. Northeast China is a traditional old industrial base with deep industrial accumulation and a complete industrial system, but it also faces practical challenges such as equipment renewal and the conversion of growth drivers. In recent years,“intelligent transformation and digital transition” has become a key path for old industrial bases to move from traditional manufacturing toward high-quality development.
September 9, the opening ceremony of the 2026 Global Industrial Internet Conference.
At the 2026 Global Industrial Internet Conference, China Mobile Liaoning Company exhibited industrial large models for various industries such as petrochemicals, electric power, and equipment manufacturing. Tang Dianbo, vice president of the China Mobile Industrial Internet Innovation Research Institute, said that Liaoning is an old industrial base with many enterprises and complete categories. Many factories have already accumulated a large amount of production data, but most of this data is“lying” in computers and has not truly been put to use.
In recent years, China Mobile Liaoning Company has provided digital solutions for enterprises in different industries. These solutions gather massive amounts of data, not only networking all elements of equipment, production lines, and warehousing, but also using AI to create an“intelligent brain” that participates in factory inspection, safety monitoring, and decision-making.
At General Technology Group Shenyang Machine Tool Co., Ltd., relying on self-developed numerical control systems, 5G private networks, and industrial internet platforms, machine tool processing no longer depends on manual repeated parameter adjustment. AI can make real-time fine adjustments to processes based on material changes and tool wear, achieving automatic correction of processing errors and early warning of equipment hazards.
Leading enterprises take the lead, and a batch of replicable intelligent models is accelerating its emergence. Industry-leading enterprises such as Shenyang Blower Works Group and Benxi Steel Group, together with a group of local software service providers, have worked together to deepen segmented tracks such as equipment fault prediction, adaptive optimization of processing techniques, and intelligent steel quality control, developing a batch of practical and implementable industry AI models.
August 20, at Kede Numerical Control Co., Ltd. in Dalian, workers operate self-developed five-axis CNC machine tools to process sample parts for customers.
Seeing the development potential of“intelligent transformation and digital transition,” many places in Northeast China have also introduced a series of policies to promote the transformation of traditional manufacturing. Jilin has established a graded and categorized incentive and guidance mechanism, providing awards and subsidies for“intelligent transformation and digital transition” projects; Heilongjiang has established an industrial digital transformation promotion center, inviting many experts to carry out“one-on-one” diagnoses for enterprises and guiding digital service providers to connect supply and demand with enterprises.
In April this year, Liaoning Province also launched the“Three-Year Action Plan for Deepening the Intelligent Transformation and Digital Transition of Manufacturing (2026-2028),” clarifying that by the end of 2028, more than 600 industrial 5G private network projects will have been built cumulatively, and 150 provincial-level industrial internet platforms and 20 industrial brains will have been cultivated cumulatively.
The dual drive of policy and market also brings development opportunities for new industries such as super-large intelligent computing centers and AI industrial large models. The two artificial intelligence computing centers in Shenyang and Dalian continue to expand capacity and improve quality, opening end-edge-cloud collaborative computing services for industries such as equipment manufacturing and fine chemicals.
At this conference, Landun Smart Technology Co., Ltd. from Nanjing, Jiangsu, exhibited a full-stack industrial AI solution covering fields such as electric power, coal, chemicals, steel, and equipment manufacturing. Staff at the Landun Smart exhibition site said that riding the east wind of the“intelligent transformation and digital transition” of the Northeast old industrial base, Landun has now deeply integrated into Liaoning's local industrial ecosystem and reached multiple strategic cooperations with local enterprises, accelerating the creation of more replicable and implementable“AI + Industrial Internet” digital-intelligent transformation solutions.
