Jean-François Ratelle

Jean-François Ratelle is an affiliated researcher and a professor of conflict studies and human rights at the Graduate School of Public and International Affairs (GSPIA) at the University of Ottawa. Professor Ratelle has conducted over fifteen years of field research in Russia involving ethnic and religious minorities, security services, and insurgent and terrorist organizations. His work also extends to North Caucasian diasporas in Western Europe, Turkey, Ukraine, and Georgia. Over the past decade, he has testified in more than fifteen cases as a country conditions expert in immigration and criminal courts regarding ethnic minorities in Russia.
His main research interests include violent extremism, insurgencies, foreign fighters focusing primarily on Russia, Ukraine, and Eurasia. He co-edited a volume dedicated to foreign fighters and violent extremism in Eurasia entitled Networked Insurgencies and Foreign Fighters in Eurasia. He frequently consults with government agencies and international organizations on questions regarding security issues such as violent extremism and terrorism, radicalization inside Muslim communities, and rehabilitation programs aimed at foreign fighters and other extremists. Professor Ratelle conducted extensive field research in the North Caucasus, in the Balkans as well as with the North Caucasus diasporas in Europe. His most recent publications have appeared in Critical Studies on Security, Comparative Politics, Caucasus Survey, Studies in Conflict and Terrorism, Perspective on Terrorism, and Terrorism and Political Violence.
