'Qatarenergy And ANPG Agreement To Deepen Angola-Qatar Energy Ties'

Luanda, Angola: The recent signing of a Heads of Terms agreement between QatarEnergy and Angola's National Oil, Gas and Biofuels Agency (ANPG) has been described as a significant step towards strengthening energy cooperation and deepening the broader bilateral relationship between Angola and Qatar.

Angola's Ambassador to Qatar, H E Antonio Coelho Ramos da Cruz viewed the agreement as an important development that could create new opportunities for cooperation, investment and technical collaboration between the two countries' energy sectors.

ANPG signed Heads of Terms with QatarEnergy, Shell and Sonangol covering Blocks 8 and 22 in the Kwanza Basin of Angola on the sidelines of the Angola Oil and Gas 2026 on Wednesday.

The agreement sets the framework for exploration, appraisal, development and production, including minimum work commitments, exploration periods, bonuses, contributions, penalties and applicable fiscal and contractual terms.

The agreement comes as QatarEnergy continues to strengthen its international upstream portfolio, while Angola seeks to attract investment and expertise to maximise the value of its oil and gas resources.

The ANPG is Angola's national concessionaire and regulator for petroleum and gas activities, with responsibilities that include managing petroleum rights, promoting investment and overseeing the development of hydrocarbon projects.

“The agreement is significant not only because of its commercial and energy implications, but also because it reinforces the growing strategic partnership between Doha and Luanda,” Ambassador Ramos da Cruz told The Peninsula.

According to him, the partnership can facilitate greater participation by Qatari energy companies and investors in Angola, while opening opportunities for Angolan institutions and companies to benefit from Qatar's extensive experience in the development, management and international marketing of energy resources.

“It could also encourage knowledge exchange, technical cooperation, capacity building and the development of new business opportunities across the oil and gas value chain,” he added.

The agreement is particularly timely as QatarEnergy and Angolan energy institutions have intensified their engagement.

“Beyond the energy sector, the development reflects the increasingly multifaceted nature of Angola-Qatar relations. The two countries already cooperate in areas including hydrocarbons and civil aviation, marine and ports.

“The three weekly Qatar Airways flights between Doha and Luanda has further facilitated business and people-to-people exchanges,” the Ambassador noted.

Ambassador Ramos da Cruz also highlighted the strategic partnership between Gulf Helicopters and SonAir, Angolan aviation company subsidiary of the state-owned oil company Sonangol, which entails the training of personnel of SonAir by Gulf Helicopters.

He added that the QatarEnergy-ANPG agreement could serve as a catalyst for translating strong diplomatic relations into increased investment, trade and concrete economic projects, further positioning energy cooperation as a cornerstone of the Angola-Qatar strategic partnership.
