Putin's Meeting With Trump Envoys Convinces Kyiv's Allies War Will Continue Into 2027 Bloomberg

According to the publication's sources, U.S. President Donald Trump's envoys Jared Kushner and Steve Witkoff made no significant progress during talks in Moscow and Kyiv over the weekend. Putin showed no willingness to soften his position despite signals from Washington that new ideas were needed to revive negotiations. The Russian president continues to seek control over the Donbas.

One source said Putin used the visit by the U.S. special envoys to project strength at home ahead of the State Duma elections, which will be held September 18–20. He kept the U.S. delegation waiting until evening for a meeting at the Kremlin. Witkoff and Kushner were forced to spend several hours having lunch with Putin's representative Kirill Dmitriev at an upscale restaurant in central Moscow.

According to the sources, trilateral talks involving representatives of the United States, Russia, and Ukraine could resume after the State Duma elections. However, they are unlikely to bring a peace deal significantly closer.

According to one of the publication's sources, Russia plans to intensify strikes on Ukraine's energy and heating infrastructure over the next six months, while also stepping up hybrid attacks and political interference in Europe in an effort to weaken support for Kyiv.

Putin expects Russia to be in a stronger position to end the war next spring while maintaining the stability of an economy facing mounting pressure, one source told Bloomberg. In their view, serious negotiations are unlikely to begin before at least 2027.

For now, Ukraine's allies should focus on supplying interceptor missiles for air defense systems to help Kyiv protect its infrastructure and population, the sources said. European countries plan to purchase Patriot missiles from the United States to help Ukraine repel an expected intensification of Russian attacks this winter. According to Bloomberg sources, allies are finalizing a mechanism for using NATO funds under the Prioritized Ukraine Requirements List (PURL) to purchase interceptor missiles and subsequently transfer them to Kyiv.

As reported by Ukrinform, U.S. Under Secretary of War for Policy Elbridge Colby said at a meeting of the Ukraine Defense Contact Group in the Ramstein format that allies should be prepared for the possibility that Russia's war against Ukraine will be prolonged, stressing that support for Kyiv, primarily from European partners, is crucial in this situation.
