Ukraine's First Underground Kindergarten Opens In Kharkiv Region

“The new educational space is designed for 260 children and makes it possible to organize a full-fledged in-person educational process even during air raid alerts. The underground facility is equipped with eight classrooms, a medical room, a dining room, restrooms, and showers. The shelter is autonomous thanks to two independent power sources and backup generators,” the statement says.

The shelter is connected to the kindergarten buildings by safe passageways, allowing children and staff to reach it without going outside.

Particular attention was paid to creating a barrier-free environment. The facility has elevators, lifts, and step-free routes, as well as all the necessary conditions for children with disabilities and other people with reduced mobility.

The Ministry of Education and Science recalled that in 2026, the government allocated separate funding for the first time to equip shelters in preschool education institutions. This includes support for communities facing the highest security risks.

The underground kindergarten was built through co-financing from the central government, regional, and local budgets. In 2026, a government subsidy for equipping shelters in preschool education institutions was provided for the first time. The total amount of funding exceeds UAH 972 million.

Projects are currently being implemented in nine regions of Ukraine: Vinnytsia, Dnipropetrovsk, Zaporizhzhia, Kyiv, Mykolaiv, Odesa, Sumy, Kharkiv, and Kherson regions. During the project selection process, priority was given to communities facing the highest security risks, particularly in frontline regions, as well as facilities where construction work had already begun.

The construction and reconstruction of shelters in preschool education institutions are being carried out by territorial communities with financial support from the European Union under the Ukraine Facility.

As previously reported by Ukrinform, more than 100 underground school are already operating in Ukraine, providing a full-fledged educational process.
