Dombrovskis, Koretsky Discuss Ukraine's Financial Needs - European Commission Provides Details
“This time, three important issues were discussed. They discussed Ukraine's financial needs for 2026–2027. Secondly, they looked at the implementation of reforms to unlock funding under the $90 billion loan program. And thirdly, they discussed preparations for Ukraine's financial strategy for 2027,” the spokesman said.
According to him, both sides agree on the importance of other international partners“making commitments and offering assistance either in the budgetary sphere or in the area of defense, i n addition to the EU's commitments.” As an example, Ujvári cited Norway's commitment to provide Ukraine with $9 billion for 2027.“This is the path we expect other partners to follow as well,” he said.
The spokesman added that Dombrovskis plans to meet with IMF Managing Director Kristalina Georgieva, as the Fund's delegation completed its work in Kyiv last week.“This is important because the EU's macro-financial assistance program is closely linked to the IMF program,” Ujvári said.
He emphasized that the shared goal is for Ukraine to“advance reforms that will strengthen the country's economic resilience.”

According to Ujvári, Dombrovskis and Koretskyi also discussed a proposal recently put forward by Ukrainian Finance Minister Sergii Marchenko to transfer Russia's frozen assets under EU jurisdiction and remove them from Belgian jurisdiction in order to reduce risks for individual EU member states.
At the same time, the spokesman stressed that the issue of using Russia's frozen assets“has never been taken off the agenda.”
As previously reported by Ukrinform, the Ukrainian government last week approved and submitted to the Verkhovna Rada four bills required to fulfill international commitments and attract external financing, including a €1.45 billion third tranche of macro-financial assistance.
