Russia Launches 32 Rassvet Satellites - HUR Chief
“We know that the Russians are trying to launch satellites into orbit. But so far, there are not enough of them, and their effectiveness is low. We are aware of this problem. Let me give you some figures. Today, the Russian Federation has launched 32 satellites. We will not go into detail about the orbits they are in, how frequently they operate, or which regions of Ukraine they cover,” Ivashchenko said.
According to him, the scale of Russia's system still falls far short of Starlink. In particular, more than 12,000 Starlink satellites are in orbit, while Elon Musk's company continues to expand the constellation by approximately 200 spacecraft per month.
“We are working on this. Russia's Rassvet (“Sunrise”)must turn into a sunset,” Ivashchenko added.

As previously reported by Ukrinform, the Ukrainian authorities officially appealed to the UN International Telecommunication Union (ITU), requesting that Ukraine's territory be excluded from the declared service areas of all coverage beams of Russia's Rassvet military satellite constellation across all frequency bands.
