Prosecutor General Denies Involvement In Covering Up Illegal Call Centers

“In connection with the investigation into possible facilitation of the activities of illegal call centers, I consider it necessary to clearly state my position: I have nothing whatsoever to do with covering up illegal call centers, I did not give instructions to facilitate such activities, and I did not use the powers of the Prosecutor General for this purpose,” the statement says.

Kravchenko also said he had suspended from official duties an employee of the Office of the Prosecutor General (OPG) who is involved in an investigation by the National Anti-Corruption Bureau of Ukraine (NABU), and had ordered preparations for a personnel decision on the employee's dismissal in accordance with the procedure prescribed by law.

At the same time, he stressed that the employee's guilt would ultimately be established by a court.

Kravchenko also said he would not limit the response to a single personnel decision. He ordered an investigation into the work of the Department of International Cooperation, where the NABU investigation suspect worked, as well as the unit responsible for combating cybercrime. The review will include an audit of decisions that were made and the results of the units' work.

“I separately ordered that all employees of structural units involved in procedural supervision and investigations into illegal call center cases undergo polygraph tests. This applies to everyone without exception,” the Prosecutor General said.

He assured that personnel and administrative decisions would be made based on the results of the reviews, and, where there are grounds, criminal-procedural decisions would also be taken.

Kravchenko emphasized that over the past year, law enforcement officers had detained prosecutors and served them with notices of suspicion, while the OPG had not concealed such cases and had itself publicly reported them.

The Prosecutor General said that after taking office, he had instructed law enforcement agencies to step up efforts against fraudulent call centers.

According to statistics he cited, over the past 12 months law enforcement officers have conducted more than 1,050 searches, shut down about 340 call centers and halted the operation of more than 5,000 operator workstations. Currently, 147 criminal proceedings are under investigation, while more than 183 people have been served with notices of suspicion. Indictments against 93 people have already been sent to court.

At the same time, he stressed that no results can serve as an excuse for abuses within the Prosecutor's Office.

Kravchenko also said that during NABU investigative actions, investigators were given full access to his office and everything they needed to inspect, and that no obstacles were created.

The Prosecutor General said that the safe shown in a photo circulating in the media and on social networks is not located at the Prosecutor General's Office.

“It has nothing to do either with my office or with any other OPG employees. Claims to the contrary are false,” Kravchenko said.

He also added that media reports about his disappearance were untrue.

“I understand that many people would like me to 'hide,' end up in hospital, or something else. I will disappoint my 'fans': yesterday I was at work, today I am working as usual, with a little sport as well. We continue working,” the statement says.

As reported earlier, on September 4, the Specialized Anti-Corruption Prosecutor's Office and the National Anti-Corruption Bureau of Ukraine announced that, as part of Operation Carthage, they had uncovered a criminal organization headed by the head of one of the Prosecutor General's Office's units that systematically received bribes from fraudulent call centers and laundered the proceeds.

According to investigators, the OPG official created the group in mid-2025, involving serving prosecutors and close unofficial associates. The participants imposed payments in exchange for allowing shadow call centers to operate unhindered. The centers systematically defrauded Ukrainian and foreign citizens.

According to Ukrainska Pravda, the Deputy Head of the Prosecutor General's Office Department of International Cooperation, Serhii Kropyva, was detained.

The Anti-Corruption Action Center reported that the High Anti-Corruption Court is choosing a preventive measure for him on Sunday.

The Prosecutor General's Office said there was a need for a legal assessment of the nighttime NABU searches of the official premises of the OPG leadership and investigators' access to materials from other criminal proceedings.
