Delhi Govt Clears Ease Of Doing Business Bill, Proposes Single-Window System For Faster Approvals
The Bill will now be sent to the Union Ministry of Home Affairs for approval. The proposed legislation aims to reduce regulatory and compliance burdens through a technology-driven, time-bound and transparent system.
Single-Window System for Business Approvals
A key provision of the Bill is a single-window online system through which businesses can apply for approvals, registrations, no-objection certificates (NOCs), consents and licences.
The system will also cover building plan sanctions, fire-related approvals, and water, sewer and electricity connections. The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) will act as the nodal agency for business approvals under the system.
The government said the proposed framework would eliminate the need for businesses to visit multiple government offices or submit the same information repeatedly.
Faster Approvals for Low-Risk Activities
Activities listed in Schedule 3 of the Bill will be categorised as 'low risk'. For these activities, approvals, permissions, licences or NOCs will be granted upon submission of the application, subject to prescribed conditions.
Self-declaration will also be accepted for specified low-risk activities.
For activities not covered under Schedule 3, the timelines prescribed under the Right to Timely and Easy Delivery of Services to Citizens Act, 2026 will apply. Approvals will be deemed to have been granted if the competent authority does not take a decision within the prescribed time.
Three-Year Exemption From Routine Inspections
The proposed law provides for a trust-based inspection system. No routine inspection will be conducted for three years after registration of an enterprise, although inspections may be undertaken in case of a serious complaint.
The Bill also proposes a negative-list-based system under which enterprises will be permitted to undertake activities at any location unless they are specifically prohibited under Schedule 2.
Fewer Duplicate Registrations
The proposed framework seeks to reduce duplicate registrations for businesses.
Enterprises already registered under the Goods and Services Tax Act, the Food Safety and Standards Act, the Micro, Small and Medium Enterprises Development Act or the four Labour Codes will not need separate registrations for establishments categorised as trade, health-trade, eating house or shops and establishments, according to the government.
Chief Minister Rekha Gupta said the proposed law seeks to shift the government-business relationship from one based on control and suspicion to one based on trust and ease.
The government said the measures are expected to reduce the time, cost and uncertainty associated with setting up and operating businesses in Delhi and support investment and employment generation.
