Libya’s Small Dialogue Committee Advances Election Commission Reform


(MENAFN) Libya’s 4+4 Small Dialogue Committee announces the signing of a draft final agreement aimed at restructuring the High National Elections Commission (HNEC) and reviewing the country’s election laws.

The agreement is signed Sunday during a formal ceremony held at the headquarters of the UN Support Mission in Libya in Tripoli. Members of the committee attend alongside several ambassadors, lawmakers from the House of Representatives, members of the High Council of State and a representative of the Libyan Presidential Council.

The document is presented by Walid Al-Lafi, who leads the Government of National Unity delegation to the committee, and Al-Shaibani Abu Hamoud, head of the delegation representing the Libyan National Army’s General Command in the east. UN envoy to Libya Hanna Tetteh also attends the ceremony.

The 4+4 Committee consists of four representatives from the Tripoli-based Government of National Unity and four members representing eastern Libya. The group has been engaged in UN-backed negotiations since April 2026 as part of efforts to overcome Libya’s political stalemate, implement a UN electoral roadmap and move toward unified executive institutions.

Under the draft agreement, the governing board of the HNEC will be reorganized. Dhaou Ibrahim Attia is designated to serve as chairman of the commission’s board, while Sana al-Lishani is named deputy chairwoman.

The proposed changes are intended to support broader efforts to create the institutional conditions needed for Libya to move forward with its long-delayed electoral process.
