Ukraine Must Develop Its Own Method Of Waging War - Khmara

The publication notes that it was under Khmara's leadership that Ukraine intensified its campaign of long-range strikes against strategic targets in Russia, particularly the oil refining industry, and now he faces the task of managing the vast system that supplies the Ukrainian army with weapons, personnel, and resources.

The publication pays particular attention to his approach to utilizing limited resources and his collaboration with the new Commander-in-Chief of the Armed Forces of Ukraine, Major General Mykhailo Drapaty.

According to the author of the article, it is precisely Khmara's ability to view the war as a system-rather than merely as a collection of individual operations-that could become his key advantage in his new position.

Specifically, on the issue of mobilization, the minister rejects slogans:“People enlist as volunteers when they believe they can change the situation for the better and that they will survive. Improve the conditions of service-and the desire to serve will come naturally.”

Regarding strategy, he takes a realistic approach: a small Soviet army cannot defeat a large Soviet army. Ukraine must develop its own method of conducting military operations. This method is called“The Spider's Web.”

“Ukraine has always known tragedy,” he says.“Its history is a long list of such events. What sets this generation apart from all previous ones is that it has a real chance of defeating the enemy.”

According to the American publication, Khmara“wants to win-and has his own vision of how to do it. Part of that vision is America: he speaks of this relationship the way soldiers speak of one another-as a brotherhood strengthened by what each person contributes to it.”

“We cannot directly create technology,” he said in a conversation with the author of the article. The state's task is to create conditions under which people implement and refine technology on the battlefield, which evolves every few months.

As reported by Ukrinform, on August 18, President Volodymyr Zelensky submitted a nomination to the Verkhovna Rada to appoint Yevhen Khmara as Minister of Defense. The following day, parliament approved the nomination with 312 votes.
