Lubinets Names Main Problems Veterans Bring To His Attention

(MENAFN- UkrinForm) The Ombudsman announced this during the presentation of the Special Report“On the State of Implementation of Veterans' Policy in Ukraine,” Ukrinform reports.

According to Lubinets, the number of appeals from veterans, female veterans and their family members has been growing every year: there were 614 in 2022, 678 in 2023, 1,033 in 2024, and 2,077 last year.

“This year, I have already received 1,368 appeals from veterans, female veterans and members of their families. Pay attention to the trend. While the number of appeals was relatively small in 2022–2023, it has been increasing in 2024, 2025 and 2026. By the end of the year, if this trend continues, we will receive more than 2,500–3,000 appeals from veterans and female veterans,” the Commissioner said.

He added that the main problems veterans and their families turn to him about include the appointment and payment of one-time financial assistance following the death of a Ukrainian defender, obtaining the relevant status, financial payments, pensions, housing and benefits for housing and utility services, medical and rehabilitation assistance, as well as issues related to discharge from military service.

“The main problem that veterans and the veteran community tell us about is that their families and the veterans themselves are forced to search for all the necessary information on their own. We do not even have a separate unified web portal where people could easily find information and receive assistance regarding the protection of the rights of veterans and female veterans,” Lubinets stressed.

In addition, people often have to contact different government institutions and prove their right to assistance.

As an example, the Commissioner cited an appeal from a woman named Olena, who asked for help obtaining a one-time payment following the death of her son. According to Lubinets, she began the process in June 2024 but did not achieve a positive result. In 2025, the woman contacted the Ombudsman, and in July of that year her right was restored and the payment was granted.

The Commissioner said that the woman had sent appeals to the Territorial Recruitment and Social Support Center, the military unit, the Ministry of Defense, the Ministry of Veterans Affairs, individual government agencies responsible for providing assistance at the regional level, the Regional Military Administration, and the local territorial community. She had submitted hundreds of appeals without receiving a single positive result.

“Only after our intervention was her legal right restored. These are not isolated cases. In just the first seven months of this year, I received 326 similar appeals. As of today, we have restored the rights of 93 family members of fallen defenders following their appeals,” Lubinets said.

As Ukrinform reported, Volodymyr Zelensky said that the government and Parliament should review legislation concerning veterans and prepare proposals to modernize it, including considering the possibility of creating a dedicated code.
