Taxi, Limousine And Bus Drivers Must Hold Public Driving License In Qatar, Moi Says

Doha, Qatar: Motorists in Qatar driving taxis, limousines and public transport buses have been reminded to obtain a valid public driving license specifically authorising them to operate such vehicles.

The Ministry of Interior in a social media post stated that this requirement is in accordance with the Qatar's traffic laws and approved licensing procedures.

Under Articles 30, 31 and 32 of Traffic Law No. 19 of 2007, Qatar's driving licenses are divided into different categories with Article 30 specifically providing for a public vehicle driving license that authorises the holder to drive taxis, limousines, passenger transport vehicles and public transport buses, in addition to certain heavy machinery and equipment where authorised.

Article 31 sets out the general requirements for obtaining a driving license including applicants must be at least 21 years old, medically fit and hold a valid mechanical vehicle driving licence for at least two years.

They must also obtain a certificate of good conduct and demonstrate adequate knowledge of Qatar's key facilities and geographical areas.

Additionally, applicants are required to work in the profession on a full-time basis and, where applicable, be sponsored by a company operating limousine, taxi or public transport bus services.

The profession listed on the applicant's residence permit must also be“Driver”, according to the licensing requirements outlined by the authorities.

For public driving licenses, Article 32 provides additional requirements. Applicants must have a clean record in relation to offences involving dishonesty and driving under the influence, while also having held a valid driving license for at least two years and being familiar with important facilities and geographical locations in Qatar.

Penalties for driving without the appropriate license

Article 29(1) provides that a person may not drive a motor vehicle unless they hold the appropriate driving license authorising them to operate that particular category of vehicle.

According to Article 94, violations of this requirement can carry significant penalties. For a first offence, the court may impose imprisonment ranging from one month to three years or a fine of between QR10,000 and QR50,000.

For a second or subsequent violation, the penalty may include imprisonment ranging from one week to three years and a fine of between QR20,000 and QR50,000.

Depending on the circumstances, the court may also order the suspension of the driving license, the suspension of the vehicle license and number plates, or both, for a period ranging from one to six months.
