Disability Council Addresses ID Card Backlog After System Overhaul
Amman, August 23 (Petra) - The Higher Council for the Rights of Persons with Disabilities (HCD) stated on Sunday that recent delays in issuing disability ID cards resulted from system-wide governance reforms aimed at safeguarding anti-corruption measures and protecting beneficiaries' rights.
The council temporarily halted card issuance after identifying procedural loopholes, referring the file to the Integrity and Anti-Corruption Commission nearly a year ago to investigate potential violations. Updated regulations went into effect on Nov. 29, 2025, establishing stricter safeguards, improved technical procedures, and enhanced system security.
The temporary freeze caused a backlog of applications on the council's online portal. Since diagnostic evaluations resumed, the HCD prioritized urgent cases, including health insurance coverage, university admissions, and domestic worker permit renewals subject to expiring fines.
To streamline processing, the council developed a dedicated online application portal in coordination with the Ministry of Digital Economy and Entrepreneurship, accessible via the Sanad app and the HCD website.
Medical evaluation committees are currently expanding daily diagnostic capacity to clear the remaining backlog while establishing a dedicated hotline to handle public inquiries.
