Saudi Arabia, Türkiye Ink Railway MoU to Boost Transport Cooperation

The memorandum of understanding was signed in Riyadh by Saudi Minister of Transport and Logistic Services Saleh Al-Jasser and Turkish Minister of Transport and Infrastructure Abdulkadir Uraloglu, marking a significant step forward in the two countries' strategic partnership.
A Broad Framework for Rail Innovation
The agreement sets out an ambitious scope of collaboration. According to SPA, the MoU is designed to advance joint work on railway standards, emerging technologies, and sector-wide innovation, while also facilitating the exchange of specialized expertise across the full lifecycle of railway projects — from initial design through to day-to-day operation and long-term maintenance.
The two sides further committed to cooperation across a wide range of technical domains, including engineering development, railway infrastructure planning, safety standards, and multi-modal transport integration. Environmental sustainability also features prominently in the agreement, with both nations pledging coordinated efforts to reduce the ecological footprint of their respective railway sectors.
R&D, Workforce Development, and Industrial Localization
Beyond infrastructure, the MoU extends into research and development activities, technical knowledge exchanges, and the deployment of cutting-edge technologies aimed at boosting the operational efficiency of Saudi Arabia's rail network.
Critically, the agreement also targets the long-term development of human capital in the sector, prioritizing workforce training through specialized railway academies.
