Russia Gives Key Institutions Power to Counter Drone Threats
(MENAFN) Russia’s upper chamber of parliament, the Federation Council, approved legislation on Wednesday expanding authority to counter drones to several non-security institutions, according to reports.
The new law allows the central bank, its cash-transport subsidiary Rosinkas, Sberbank, and the Special Communications Service to independently take action against drone threats in specific situations.
Under the measure, employees at these institutions may jam, disable, or intercept drone control signals if an attack or imminent threat is detected against protected facilities or personnel.
The legislation permits such actions without waiting for intervention from specialized security agencies.
The central bank will determine which of its officials, as well as those in Rosinkas, are authorized to make decisions regarding drone countermeasures. In parallel, the government will establish procedures and designate responsible personnel for Sberbank.
Previously, the authority to counter unmanned aerial systems was restricted to security and law enforcement bodies, including the National Guard, Interior Ministry, Federal Security Service, Federal Protective Service, Foreign Intelligence Service, and the Federal Penitentiary Service.
The bill was first introduced in the State Duma in August 2025 and was later passed in its final reading on May 26 before receiving Federation Council approval.
