Minister ٍSmeirat Explains Digital Transformation Path To Facilitate Citizen Services
The Minister said this effort isn't just a theoretical plan; it's an action plan to improve services, simplify procedures, and deliver tangible results for citizens.
In his address, Smeirat stated that the program is not simply a traditional government plan but rather a national framework aimed at improving the efficiency of public services, streamlining procedures, and enhancing the quality of services for citizens and investors. He added, "The government is working through a monitoring unit at the Prime Ministry to track progress and submit periodic reports, ensuring that commitments are fulfilled according to clear timelines." The Minister emphasized that digitalization is a top priority due to its direct impact on citizens' daily lives and the government's ability to improve performance and efficiency. He explained that the government is moving towards digitizing every government service that can be digitally transformed. He clarified that this approach aims not only to facilitate services but also to reduce costs, improve procedures, and expedite their completion.
Smeirat revealed plans to establish the largest government data center in Jordan, noting that consolidating data and systems in a unified center will enhance operational efficiency, reduce spending, provide higher levels of security and readiness, and minimize the current fragmentation in hosting government data. He stated, "We will establish the largest data center in Jordan," affirming that the new center will enable the government to build a more secure and effective system, supporting business continuity and service quality. He also pointed out that the center will allow for the integration of various government services and systems into a single platform, contributing to faster procedures, reduced human error, and easier linking of services to associated payment and documentation mechanisms.
The minister explained that the digital path will extend to include the transfer of ownership and related procedures through electronic portals and electronic signatures, and that the end of the year will witness tangible results in the updated systems and laws. "By the end of the year, citizens will be able to buy and sell their vehicles online without needing to visit government offices, thanks to the Electronic Transactions Law and updates to the real estate ownership system.
He also noted that the digital transformation will include transferring ownership through the electronic notary public portal and activating electronic notarization procedures, which will enhance investor confidence and improve transaction speed. Samirat addressed what he called related legislative and technical procedures, mentioning the transfer of banking and administrative services to integrated government service centers with precise timelines for the transition and system updates, strengthening ownership frameworks and real estate transfer systems electronically, and linking data and ownership records with continuous mechanisms for periodic updates. He also reviewed the enhancement of electronic transactions and their signing, and the development of ownership transfer mechanisms through the electronic notary public portal.
Regarding on-the-ground results, the minister focused on outputs such as transferring banking and administrative services to integrated government service centers and updating systems according to specific timelines, strengthening ownership frameworks and transferring them electronically, and linking services related to data and ownership records and updating them periodically. He also mentioned the establishment of the National Technology Council and its associated efforts to enhance the digital and educational infrastructure, startups, and the localization of advanced technologies, emphasizing that economic modernization and digital governance are not..."
