Transparency International Lebanon Welcomes The Launch Of The National Aid Dashboard And Calls For Strengthening Transparency And Traceability
(MENAFN- Mid-East Info) Transparency International – Lebanon TI-LB welcomes the launch of the national aid dashboard by the Government of Lebanon as a positive step toward enhancing transparency, coordination, and public access to information on aid distribution. The deployment of the platform reflects a constructive effort by the government to improve the management of humanitarian assistance and to make information available to the public in a timely manner.
Key Areas for Strengthening: Building on this important initiative, Transparency International – Lebanon highlights the following priority areas to enhance the platform's effectiveness and alignment with international standards, including the International Aid Transparency Initiative IATI: Ensure full disclosure of aid flows Donors and total aid received should be disclosed. Expand sectoral coverage The dashboard is currently limited to Food, WASH, and Shelter. Expanding to sectors such as health is essential for a comprehensive view of aid. Improve data granularity and distribution tracking Data is currently aggregated at governorate and district levels. More visibility at shelter and beneficiary levels should be ensured. Ensure inclusion of all relevant institutions Key entities such as Ministry of Public Health are not reflected. Their inclusion is essential for a complete national picture. Introduce time tracking of aid flows Time-stamped data is needed to assess efficiency and timeliness. Dates of aid receipt and distribution should be included. Establish verification and proof-of-delivery mechanisms The current data published on the dashboard doesn't include verification mechanisms. Introducing proof-of-delivery would strengthen accountability and public trust. Ensure the usage of a Standardized Unit of Measurement The current data shows inconsistencies in reporting units of measurement, as quantities are sometimes provided without specifying whether they refer to items, boxes, or weight, while in other cases units are clearly indicated (e.g., bottles of water). It is important to have units of measurement standard across the data to strengthen the traceability of aid. Towards a More Transparent Aid System: Strengthening the dashboard along these lines would significantly enhance its ability to serve as a reliable national tool for tracking aid flows, improving coordination among stakeholders, and reducing risks of duplication or corruption. Transparency International – Lebanon welcomes this milestone and stands ready to support the Government of Lebanon and relevant institutions in further developing the platform, including through technical assistance, monitoring, and engagement with civil society
