Philippines Announces National Energy Emergency Amid Middle East Crisis


(MENAFN) The Philippines made history on Tuesday by becoming the first nation worldwide to formally declare a national energy emergency, a direct response to mounting global supply disruptions stemming from the intensifying Middle East conflict, local media reported.

President Ferdinand Marcos Jr. signed an executive order enacting the declaration, simultaneously triggering a nationwide response mechanism designed to stabilize fuel supplies and insulate the country's economy from surging energy costs, media reported.

Central to the government's response is a sweeping relief and support initiative dubbed the Unified Package for Livelihoods, Industry, Food, and Transport — or UPLIFT — a multi-sector framework targeting the transport industry, agricultural sector, and micro, small, and medium enterprises (MSMEs).

Authorities said the emergency declaration unlocks a "whole-of-government" approach, empowering officials to deploy resources with greater speed, oversee fuel distribution networks, and roll out targeted relief for communities hardest hit by rising costs.

The stakes are considerable for the Southeast Asian nation, which sources nearly 26% of its total energy imports from the Middle East — a dependency that cost Manila $16 billion in 2024 alone.

The regional crisis deepened following a joint US-Israeli offensive against Iran launched on Feb. 28, a campaign that has since claimed more than 1,340 lives, among them former Supreme Leader Ali Khamenei. Tehran has struck back with successive drone and missile attacks aimed at Israel and Gulf states housing American military installations.

Compounding the crisis, Iran has seized control of the Strait of Hormuz — the world's most critical oil transit chokepoint — through which the bulk of energy supplies flowing to Asian markets must pass.
