Ukraine Advances To 84% Completion Of EU Association Agreement
“Today, the report on the implementation of the Association Agreement between Ukraine and the European Union for 2025 has been published. The document reflects Ukraine's progress in implementing reforms and aligning its legislation with EU standards,” the statement reads.
According to the results for 2025, the overall progress in implementing the agreement increased from 81% in 2024 to 84% in 2025.
In 2025, the greatest progress in fulfilling the obligations under the Association Agreement was achieved in the following areas:

financial sector – annual increase of 8%, overall progress 82%;
social policy and labor relations – annual increase of 7%, overall progress 87%;
customs issues – annual increase of 5%, overall progress 96%;
agriculture – annual increase of 5%, overall progress 79%.
At the same time, the highest levels of compliance with obligations were recorded in the following areas:

statistics and information exchange – 100%;
education, training and youth – 99%;
intellectual property – 98%.
“This is the final report on the implementation of the Association Agreement. From now on, all of Ukraine's European integration obligations will be reflected in the National Program for the Adaptation of Legislation to EU law,” the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration emphasized.
