S. Korea Establishes New Special Counsel to Investigate Ex-President Yoon


(MENAFN) South Korea has formed a new special counsel team to investigate lingering allegations connected to former President Yoon Suk Yeol’s failed attempt to impose martial law in 2024. The inquiry, officially launched Wednesday, will be led by Special Counsel Kwon Chang-young.

The team will reopen investigations into insurrection charges linked to Yoon’s aborted martial law declaration, along with corruption allegations involving former First Lady Kim Keon Hee and the 2023 death of a Marine. Among the matters under scrutiny are claims that officials during Yoon’s tenure attempted to provoke North Korea by conducting armed helicopter flights near the inter-Korean border.

The move follows the passage of a new special counsel bill by the National Assembly after three previous special investigations failed to fully resolve 17 major allegations, including suspected planning ahead of Yoon’s planned martial law declaration on December 3, 2024.

Kwon noted in a briefing: “While the three special counsels produced many results since their launch, the second special counsel has been established reflecting the public's belief that there have been shortcomings.”

The new counsel’s mandate lasts at least 90 days, with the possibility of two extensions, allowing the investigation to continue for up to 170 days, including a 20-day preparatory period.

Former President Yoon has already been sentenced to life imprisonment for leading an insurrection linked to the martial law attempt, and last month received a five-year prison sentence for obstructing investigators’ efforts to detain him. Overall, he has faced eight trials, resulting in two convictions.
