EOW Kashmir Chargesheets Ex-SKIMS Professor Over Citizenship Fraud
The chargesheet has been produced against Ms Afshan Shabir, wife of Syed Akeel Ahmad and a resident of Shibath, Zadibal, who was appointed as an assistant professor at SKIMS in 2019.

According to investigators, Shabir was a United Kingdom national and an Overseas Citizen of India (OCI) card holder at the time of her appointment, making her ineligible for a government post. However, she allegedly applied for the post pursuant to Advertisement Notice No. 04 of 2015 as an in-service candidate and submitted documents, including a State Subject Certificate, declaring herself an Indian citizen and a permanent resident of Jammu and Kashmir.
During investigation, officials seized and examined her service book, personal file, application form and selection committee records. The probe revealed that the accused had acquired British citizenship prior to joining government service and allegedly concealed this fact while applying for and continuing in service. She admitted to holding a British passport and an OCI card, the EOW said.
The investigation concluded that the accused fraudulently obtained a public post by misrepresenting her citizenship status, resulting in wrongful gain to herself and corresponding loss to the government. Her services were terminated vide Government Order No. 23-SKIMS of 2022 dated August 20, 2022.
