France’s Premier Eyes Constitutional Route for 2026 Budget


(MENAFN) France’s prime minister is considering a constitutional tactic to expedite the adoption of the 2026 budget, according to a broadcaster on Monday.

Sebastien Lecornu has reportedly chosen to rely on Article 49.3 to secure approval of the entire 2026 budget after prolonged deliberations in the National Assembly.

Sources indicate that Lecornu carefully evaluated the advantages and disadvantages before arriving at this decision.

If implemented, Article 49.3 could be applied as early as Tuesday to the revenue portion of the draft budget, and then again several days later to the spending section, before the bill proceeds to the Senate and returns to the assembly for a final application of the measure.

The use of Article 49.3 enables Lecornu to bypass a formal vote in the National Assembly on the budget, provided he survives a no-confidence motion. However, should he fail to withstand such a motion, the law would be rejected, and the government would collapse.

Assuming Lecornu navigates the no-confidence challenges successfully, the final budget could be enacted by mid-February.

Previously, Lecornu had pledged not to invoke Article 49.3 to enforce the budget, allowing lawmakers an uncommon level of flexibility to modify the bill but also increasing the risk of legislative deadlock.
