Public Attention Most Valuable Currency: UAE Minister At 1 Billion Followers Summit
A "perfect value chain for philanthropy" can be created when content creators, governments, and NGOs work together, Saeed Al Eter, Deputy Minister of Cabinet Affairs for Strategic Projects and Chairman of the UAE Government Media Office, said while speaking to Khaleej Times on the sidelines of the 1 Billion Followers Summit in Dubai.
Al Eter outlined a vision where content creators move people's hearts and minds, governments mobilize resources and establish systems and scale, and NGOs deliver assistance on the ground.“If all these three worlds come together, we have the perfect value chain for philanthropy. And this is the future of philanthropy, actually,” he said.

Content creators cannot achieve their goals without government support, just as governments struggle to reach and mobilize the masses without the authenticity and reach of creators.“The government also cannot move people's hearts and minds, and cannot change their behavior, and cannot mobilize actions without content creators,” he noted.
Equally important is the government's role in providing the legal and structural framework.“You need the systems, you need the structure, you need the legality, you need the scale. It's all with governments,” Al Eter stressed. However, governments lack the ability to connect emotionally with the public in the way creators do.“Content creators have that ability,” he said, highlighting the complementary nature of the partnership.
Speaking during the summit's '1 Billion Acts of Kindness' session, Al Eter emphasized that capturing public attention is the most valuable currency in today's world. When institutions can harness this attention and create momentum around a cause, coupled with sustainable systems and action, significant change becomes possible.
He illustrated this principle with the COVID-19 pandemic response. The Mohammed bin Rashid Al Maktoum Global Initiatives launched a campaign during the crisis that leveraged the power of influencers and public figures to mobilize support.
The initiative, which started with the goal of providing 10 million meals, ultimately raised funds for 140 million meals.“Everybody was contributing, everybody was hosting, capitalizing that moment, and creating that momentum,” Al Eter recalled, demonstrating how a well-timed initiative can capture the public's imagination and drive unprecedented results.
The 1 Billion Followers Summit, taking place January 9-11, 2026, in Dubai, is the world's largest gathering dedicated to the content creator economy. The three-day event brings together thousands of digital influencers, content creators, and industry leaders from around the globe to discuss the future of digital influence and its impact on society.
