Universal Health Insurance Approves Key Governance, Financial, And Technical Measures
At the meeting, the board reviewed and approved the Authority's first Anti-Abuse, Anti-Fraud, and Anti-Manipulation Policy, designed to safeguard financial resources and ensure efficient spending amid the growing scale of health service delivery and the multiplicity of stakeholders. The policy aligns with international best practices while adhering to Egypt's legislative and regulatory framework.
The board also evaluated the implementation of the 2025 Internal Audit and Governance Plan and approved the 2026 plan, which focuses on strengthening internal controls, enhancing transparency, improving risk management, and supporting data-driven decision-making across the authority.
In addition, board members discussed legal considerations concerning the cooperation protocol between UHIA and Egypt Post, approving its renewal with updated organizational guidelines to clarify roles and ensure integrated service delivery. A new cooperation agreement with the World Health Organization (WHO) Egypt Office was also endorsed to support capacity-building, knowledge exchange, and service quality improvements within the health insurance system.
To enhance technical capabilities, the board approved a cooperation protocol with the Ministry of Finance, utilising technical support under the financing agreement between the French Development Agency and Egypt. In support of digital transformation, the board renewed a contract with Vodafone to provide hosting for the authority's experimental data center environment from January to June 2026.
The meeting concluded with the scheduling of the next board session for Monday, February 16, 2026, with the Accountability State Authority invited to review and discuss the final consolidated financial statements for the fiscal year ending June 30, 2025.
The centennial board meeting underscores UHIA's commitment to building an integrated health system based on sound governance, financial sustainability, digital transformation, and institutional cooperation, all aimed at delivering fair and sustainable healthcare coverage for all citizens.
