Zelensky Says Ukraine Ready To Open Three Negotiation Clusters For EU Accession

"The European Commission's Enlargement Package Report confirms: Ukraine is confidently moving toward EU membership and ready to open Clusters 1, 2, and 6. This is the best assessment to date-proof that even as we defend against Russia's full-scale aggression, Ukraine continues to reform and transform according to European standards. Ukraine's progress on the path to the EU is achieved by efforts of millions of our people," Zelensky said.

He also said he expected the EU's decisive action to overcome all artificial obstacles for a strong and united Europe.

"Unity and strength are two key elements for the European project to succeed and ensure safety, prosperity, and guaranteed peace for all European nations, communities, and families," Zelensky added.

Prime Minister Yulia Svyrydenko also commented on the publication of the enlargement report, saying that Ukraine has moved one step closer to EU membership.

"Today, we are one step closer to EU membership. Ukraine has received its highest ratings in the 2025 Enlargement Package Report just released by the European Commission. We welcome that the report confirms Ukraine's consistent progress on the path toward EU membership," Svyrydenko said.

She noted that this marks Ukraine's best result in the past three years on the path to joining the EU.

"And most importantly, Ukraine has never received a negative 'backsliding' assessment," Svyrydenko added.

The report also highlights Ukraine's progress in preparing for accession talks and readiness to open negotiation clusters.

"The course toward EU membership remains among the top priorities of our President, Parliament, and Government. We are confidently moving toward full membership in the European Union - a goal that brought millions of Ukrainians to the Maidan nearly 13 years ago, and one we have since defended and enshrined in our Constitution. Ukraine is an integral part of Europe," Svyrydenko said.

Hungary, invoking the EU's unanimity rule on enlargement, continues to block the launch of Ukraine's EU accession talks.

Meanwhile, Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka noted that while EU member states finalize the conditions for opening and closing accession negotiations following the screening of Ukrainian legislation, Ukraine is preparing a national program for the adoption of EU law, which will include a detailed implementation schedule.
