J&K Assembly Pass Four Key Amendment Bills

Srinagar- The Jammu and Kashmir Legislative Assembly on Thursday passed four important Bills - including amendments to the Panchayati Raj, Cooperative Societies, and Shops and Establishments Acts, besides approving the J&K Tenancy Bill, 2025. All four Bills were passed through voice vote.

The Jammu and Kashmir Panchayati Raj (Amendment) Bill, 2025, aimed at strengthening grassroots governance, was moved by Minister for Rural Development and Panchayati Raj, Javid Ahmad Dar. The amendment seeks to further empower local bodies and streamline administrative procedures under the 1989 Act.

Similarly, the Jammu and Kashmir Shops and Establishments (Licensing, Regulation of Employment and Conditions of Service) Amendment Bill, 2025 was moved by Deputy Chief Minister Surinder Kumar Choudhary. The Bill updates existing laws governing employment and service conditions in shops and commercial establishments across the Union Territory.

The Assembly also passed the Jammu and Kashmir Cooperative Societies (Amendment) Bill, 2025, presented by Minister for Cooperatives Javid Ahmad Dar. The amendment modernises the Cooperative Societies Act of 1989 to improve regulatory oversight and operational efficiency of cooperative institutions.

Additionally, the Jammu and Kashmir Tenancy Bill, 2025, moved by Minister for Health, Education and Social Welfare Sakeena Itoo on behalf of Chief Minister Omar Abdullah, was passed to establish a Rent Authority to regulate renting of premises and safeguard the rights of both landlords and tenants.
