Canada Broadens Defence Partnerships With Finland And Sweden
Canada is advancing its Arctic security and defence strategy by expanding collaborations with NATO's newest members-Finland and Sweden. As the geopolitical landscape shifts, Ottawa is actively moving beyond traditional reliance on the United States to forge deeper military, industrial and technological ties with Nordic allies, reinforcing its sovereignty and resilience in the High North.
The Honourable Anita Anand, Minister of Foreign Affairs, has formalised a Canada–Finland strategic partnership on foreign and security policy, covering transatlantic security, cyber resilience, climate action, Arctic governance and multilateralism. Her Helsinki meetings with Finland's Foreign Minister Elina Valtonen and President Alexander Stubb underscore a concerted effort to align Canada's Arctic Foreign Policy with Finland's strategic priorities.
Simultaneously, Canada's Industry Minister Mélanie Joly and Secretary of State for Defence Procurement Stephen Fuhr led a mission to Sweden and Finland to advance collaboration across several strategic sectors including aerospace, defence, shipbuilding, biomanufacturing, automotive, mining and telecommunications. They emphasised boosting Canada's defence industrial base, attracting investment, generating jobs, and diversifying supply chains through partnerships with Swedish and Finnish firms.
A centrepiece of this strategic shift involves reassessing Canada's fighter jet procurement strategy. While the F‐35 from Lockheed Martin remains on the table-with 16 units already contracted-the Gripen fighter jet from Sweden's Saab is under consideration as an alternative, reflecting Ottawa's intent to diversify its defence sourcing.
Canada has also launched defence-industry ties through a strategic partnership between Roshel, a Canadian armoured vehicle producer, and Sweden's Swebor to manufacture ballistic-grade steel domestically for military use.
Adding to these developments, construction has begun in Helsinki on the hull of a new Canadian icebreaker named Polar Max. This vessel, part of the trilateral ICE Pact between Canada, the United States and Finland, will be completed in Levis, Quebec by 2030. It marks a tangible step in bolstering Arctic defence capabilities and asserting sovereignty in a rapidly changing polar environment.

S. trade volatility and national security concerns-including under the administration of former U. S. President Donald Trump-Minister Joly noted the need to reduce dependence on the U. S. and strengthen ties with like‐minded partners like Sweden and Finland. These partnerships include access to Saab's GlobalEye surveillance aircraft, industrial collaboration, and joint polar infrastructure initiatives.
Foreign Minister Anand linked Canada's Arctic strategy to NATO's evolving security dynamics. Emphasising the threat posed by increased Russian activity, she called for comprehensive investment in Arctic infrastructure and a recognition that economic and resource policy decisions are inherently linked to defence and foreign policy objectives.
Canada and the Nordic countries also issued a joint statement reaffirming their commitment to Ukraine. Ministers from the Nordic Five and Canada pledged continued military aid, coordinated diplomatic efforts, and opposition to changing borders by force-highlighting shared values in defending democratic order.
Collectively, these developments signal a decisive realignment in Canada's Arctic and defence strategy. By diversifying its partnerships with Finland and Sweden, Ottawa hopes to strengthen its industrial base, enhance military capabilities, and fortify its sovereignty in the increasingly contested Arctic region.
