Putin consents fresh regulations for Ukrainians in Russia


(MENAFN) Russian President Vladimir Putin signed a decree on Thursday requiring Ukrainians living in Russia without valid residence documents to either legalize their stay or leave the country within six months. The decree stipulates that Ukrainian citizens who register with the Russian Interior Ministry—through mandatory medical exams, fingerprinting, and photography—will not face penalties for staying illegally until September 10.

Legal grounds for residency include employment or enrollment in an educational program in Russia. The decree took effect immediately. The Russian Health Ministry is responsible for providing undocumented Ukrainian migrants with medical examinations and registration before the deadline. Standard visa procedures include tests to confirm the absence of illegal drug use and sexually transmitted diseases like HIV.

The decree also applies to foreign citizens and stateless individuals in the Zaporozhye, Kherson, Donetsk, and Lugansk regions, which became part of Russia in late 2022. These individuals must also undergo medical tests before June 10.

Over 3.5 million people in Russia’s newly incorporated regions have already received Russian passports, while approximately 740,000 undocumented migrants are estimated to be residing in the country. Since the conflict's escalation in February 2022, more than 5.3 million Ukrainians have fled to Russia.
